- Open plugins/gauge-meter-slider/gauge-meter-slider.js

- Upload it to plugins folder (/wp-content/plugins/)
- Activate the plugin

A much better gauge meter with slider is this: http://docs.telerik.com/kendo-ui/api/dataviz/radialgauge – It has a way to work with decimal values
